Lynn was born and raised in Honokaa, on the Island of Hawai‘i. She attended the University of Hawaii in Manoa, and graduated from the William S. Richardson School of Law in 1977. While working in private practice in Honolulu, she served as a Member and Vice President of the Defender Council (a body appointed by the Governor of the State of Hawaii to oversee the Public Defender’s Office), and as an officer of the Hawaii State Bar Association.
In 1992, Lynn returned home to the Big Island, and has continued her commitment to her community and the State of Hawaii. She has served as a Board member of the Disciplinary Board, which is appointed by the Supreme Court of the State of Hawaii, and supervises Hawaii’s attorney disciplinary system. Lynn has also served on the Boards of the Island of Hawaii YMCA, the Brantley Center, and North Hawaii Hospice. She is currently on the Board of the Akaka Foundation for Tropical Forests, a non-profit corporation which fosters forest stewardship through cooperation among private and public organizations.

Lynn has participated in the sale and purchase of many commercial, resort, and residential properties, including luxury resort properties and large agricultural lands on the Island of Hawai‘i.
